PROJECT OBJECTIVE
The objective of the National Adaptation Hubs project is to strengthen communication and cooperation on climate change adaptation across all levels of governance – both within EU Member States and across the European Union as a whole.
The project directly supports the implementation of the Mission on Adaptation to Climate Change, as well as the EU Adaptation Strategy, the European Green Deal, the European Climate Law, and other relevant EU strategic documents on adaptation across all 27 EU Member States. The project is implemented by a consortium of 32 partners from all EU countries and is led by REGEA – the Regional Energy Agency of North-West Croatia.
TARGET AUDIENCE
- The primary target audience comprises national, regional, and local authorities across EU Member States. Additionally, the project engages EU institutions (including the European Commission and its Directorates-General, the Joint Research Centre, the European Environment Agency, the European Investment Bank, the European Parliament – in particular the ENVI Committee – the European Committee of the Regions, the Council of the European Union, and the Covenant of Mayors), projects within the Mission on Adaptation portfolio, and other relevant climate change adaptation initiatives, as well as media at EU, national, regional, and local levels. The project also targets the academic community, adaptation experts, funding institutions, non-governmental organizations, and civil society.
PROJECT SCOPE
The project objective will be achieved through two main workstreams:
- Establishing at least 27 National Adaptation Hubs – at least one in each EU Member State – supported in their activities by the Central Adaptation Support Hub of the AdaptationHubs project.
The Institute of Environmental Protection – National Research Institute (IEP–NRI) will coordinate the establishment of the National Adaptation Hub in Poland.
Within the project, a National Adaptation Hub is understood as a flexible organizational structure – such as a task force or working group at the national level – comprising representatives of key national, regional, and local authorities, as well as other relevant stakeholders (including research institutions and academic centres, non-governmental organizations, the business sector, and business support organizations). Its mandate is to promote and support coherence in climate change adaptation action.
- Developing and implementing an interregional programmefor knowledge exchange, experience sharing, and cooperation on climate change adaptation.
PROJECT INDICATORS
- 135 working sessions of the National Adaptation Hubs held over the course of the project
- Establishment and launch of the Central Adaptation Support Hub of the AdaptationHubs project
- Implementation of 19 peer learning and capacity‑building activities
- Implementation of 54 peer‑to‑peer cooperation activities between regions, supported by the National Adaptation Hubs
- Development and piloting of an international or interregional partnership programme
FUNDING
The project is funded under the Horizon Europe programme. The total project value is EUR 3,999,987.50, of which EUR 83,750 is allocated to IEP–NRI.
