The 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC COP29) takes place in Baku, Azerbaijan, from 11 to 22 November 2024. The slogan chosen for COP29 is: “In Solidarity for a Green World”. The key priorities of COP 29 include securing a new goal on climate finance to ensure that countries have the means to take much stronger climate action. Finance is taking centre stage as vast sums of money are needed to protect societies from the impacts of climate change as well as to make them more sustainable. Top of the agenda is the concept of a ‘new collective quantified goal’ (NCQG) for climate finance. The agreement on this matter is one of the most urgent and, simultaneously, most challenging aspects of the UNFCCC negotiation process.
COP29 is a key global event focused on addressing climate change challenges.
– While discussions on the new finance target are crucial to the future of negotiations under the UNFCCC and the fulfilment of the Paris Agreement goals, COP29 will also address various other areas, including the implementation of the first Global Stocktake, which was concluded last year, at COP28 in Dubai, as well as decisions regarding new market mechanisms under Article 6 of the Paris Agreement, and progress in advancing the global adaptation goal – commented Robert Jeszke, Deputy Director of Emissions Management at IOŚ-PIB.
COP29 will also be an important occasion for countries to signal progress on their new Nationally Determined Contributions (NDCs) under the Paris Agreement, which are to be presented early next year and cover actions to? 2035. Some countries have already indicated they will present their updated NDCs during COP29.
Discussions in Baku may also focus on analysing progress toward fulfilling the initial NDC commitments made by Parties. This analysis is facilitated by the ongoing preparation of the first Biennial Transparency Reports (BTR), part of the new Enhanced Transparency Framework (ETF) established under the Paris Agreement.
Participation of IOŚ-PIB in COP29: Event Schedule
Poland’s delegation to COP29 includes management representatives from the Institute of Environmental Protection – National Research Institute (IOŚ-PIB) and experts from the National Centre for Emissions Management (KOBiZE) established at the Institute. For many years, the IOŚ-PIB team has supported the Ministry of Climate and Environment in fulfilling Poland’s commitments under UNFCCC. KOBiZE experts, as longstanding members of the UNFCCC Negotiation Team created in the Ministry, will actively support negotiations on topics such as mitigation efforts, transparency of actions under the Convention, and the development and operation of market-based mechanisms for greenhouse gas emission reductions.

The outcomes of COP29 will be crucial in shaping the international community’s next steps on climate finance, transparency, and market mechanisms. KOBIZE and the IOŚ-PIB team are committed to actively supporting these efforts, working to secure meaningful agreements that address the global climate challenge and advance progress toward the goals of the Paris Agreement.
